The TRF Second Chances program is the flagship program of the Thoroughbred Retirement Foundation (TRF). The program reflects a unique and powerful partnership between the TRF, the oldest and largest Thoroughbred aftercare charity in the United States, with Correctional facilities across the country. In Lexington Kentucky, the TRF program at the Blackburn Correctional Complex (BCC) has been “saving horses and saving lives” for more than 20 years. In 2020, the impact of the program has expanded in collaboration with the Kentucky Chamber of Commerce Workforce Development Center and the Kentucky Equine Education Project (KEEP).
